You can't switch from a visit visa to a settlement visa within the UK.

1) Indefinite Leave to Enter is granted outside of the UK and Indefinite Leave to Remain is granted within the UK

2) Yes though see answer to 3)

3) 2 years, but if all you do is make short visits ever couple of years to 'renew' your ILE/ILR you may at some point have problems re-entering the UK.

4) Normal settlement visa application form, though probably best to point out somewhere (additional information?) that you are applying for ILE on the basis of your long term relationship.

You do have the option to go spouse visa route, but I would suggest not to go this route. If you enter UK on spouse visa, then you might not be able to apply for ILR after 24 months, because rules might change. In a nutshell, if you are going to succeed in spouse visa, then you will also succeed in ILE, provided you supply proof of living in marriage outside UK for 4 years and KoL

4. Do you have any link about all the ILE/ILR terms and conditions.

According to rules ILE=ILR. The expiry date is there because the computer systems in british posts cant print a visa without an expiry date. If you change your passport in future and apply to transfer ILE sticker to your new passport, you will automatically receive ILR sticker with no expiry date.

As in Egypt the British Council Issue a Similar coureses which is :

There are 5 different levels so everyone can find an examination to match their ability:
• Preliminary Key English Test (KET)

• Advanced Certificate in Advanced English (CAE)

I don't believe any of the courses offered in Egypt will meet this requirement..

Assuming your English is good enough (which it seems to be..) all you need to do is revise the book "Life in the UK: A Journey to Citizenship" and take in the UK a 24 question multiple choice test.
