Codes of practice - When switching from T1(PSW) to T2(Genera

Hi,
My wife has relevant points to switch from T1 PSW to T2 general. Her employer is ready to get her COS as well. She gets points as below

Qualifications (Masters Degree) 15
Earnings (in 20,000 – 23,999 band) 10
Sponsorship (As switching) 30
English Language 10
Maintenance 10

Even though she gets enough points for earnings. She works as an accounts clerk. In Occupation codes of practice for Tie 2 (Finance), her job title is categorised in lower skilled workers and it says sponsors cannot issue COS for these.

Question is, as she switching from PSW to T2, does the codes of practice matter with her application ? Because I didn’t see anything about codes of practice in policy guidance (in PSW switching).
Your guidance are much appreciated.
