EEA1 and WRC?? wot is Difference

hi
my husband in non EEU
he want to apply for EEA2
i have got WRC
i did not apply for EEA1
Should i apply for EEA1 first , then my husbend apply for EEA2.
PLZ help...
Where is difference in
WRC and EEA1
