Evidence of exercising treaty rights for five years

We require evidence to cover the relevant five-year period. You should provide:
P60 tax certificates; or;
an employer's letter confirming employment; or
a benefits letter confirming job seekers' allowance claimed; or
a benefits letter confirming incapacity benefit claimed; or

documentary evidence confirming pension received.

UKBA says on their website

a benefits letter confirming job seekers' allowance claimed; or
a benefits letter confirming incapacity benefit claimed; or

It means person is exercising treaty rigts if she is on constant sick leave.

so now they are saying you are exercising treaty rights if you are unemployed and claiming benefit?

So the woman who told me on the phone that while I (I am British) was unemployed in Ireland (10 months, after working there for >2 years) was talking out of her mule?
