Regarding my Sister in law Visa

i have one concern about my sister in law application,

I am Irish national living in UK from last 5 years, i own a house and working full time,
i am married to my partner who is from pakistan, we married in 2007 and my partner is doing fulltime job as well,
i wants to invite my sister in law to visit us from pakistan, she is 22 yearss old, she is engaged, she is studing full time and she is totally dependent on her parents.
my partner also financially supporting her family time to time ,

my concern here is should i apply for her on EEA family visit (VAF5) or should i apply for her on general visit visa (VAF1A/B)

please answer with as much detail as one can thanks.
