Without Condition As To Time Endorsements
Without Condition As To Time (WCATT) Stamp 5 is placed in the passport of an individual who has complete 8 years (96 months) of legal residency in Ireland. The Stamp 5 states:

"THE HOLDER OF THIS PASSPORT IS PERMITTED TO REMAIN IN IRELAND WITHOUT CONDITION AS TO TIME."

This stamp is valid to the end of the passport in which it is placed.

Categories of qualifying persons

1.If a person has resided legally in the State for more than eight years or
2.If a person has a previous Without Conditions As To Time (WCATT) Stamp 5 in their passport this WCATT can be renewed for a new passport.
Legal Residence

Legal residence means having a stamp in your passport

and

being registered with Garda National Immigration Bureau (GNIB).

Both of these conditions must be met to have legal residency in Ireland.



Which Stamps Count towards WACTT?

Only immigration stamps in a passport can be counted towards a Without Conditions As To Time application.

The following stamps do not qualify for Without Conditions As To Time stamp (Stamp 5).

•Student - Stamp 2
•Temporary Registered Doctors - Stamp 4
•Trainee Accountants - Stamp 1A
•Intra Company Transfer - Stamp 4
•Spouse or dependent of an Intra Company Transfer – Stamp 3
If you have any of these type stamps in your passport they will not be counted towards the 96 month legal residence required.



When To Apply

You may only apply for a Without Conditions As To Time endorsement when you have completed 96 months legal residence.

If an application is received from a person before the 96 months legal residence has elapsed the application will be returned.



How To Apply

If you have completed 8 years (96 months) legal residence in Ireland you may apply for the Without Conditions As To Time (WCATT) Stamp 5.

You must send an application to,

Without Condition Endorsement Section
INIS
3rd Floor
13 - 14 Burgh Quay, Dublin 2.

This application must include a cover letter and the following original documents:

1.All expired passports in respect of yourself, since arriving in Ireland and
2.Your current passport and
3.A copy of the GNIB card and
4.Current address
It is advisable to send applications containing original documents in via registered post.

NB an application which does not have original documents will not be accepted and will be returned.


NB New applications for Without Conditions As To Time (WCATT) Stamp 5 can only be accepted by post.





Renewal of Without Condition As To Time(WCATT) Stamp 5

If you have a Without Condition As To Time(WCATT) Stamp 5 it may be renewed by appointment or by post. In order to renew the Without Condition As To Time(WCATT) Stamp 5 you must submit your expired passport.



Appointments are available on Tuesday or Thursday mornings from 10.00am until 11.30am at, INIS, 13-14 Burgh Quay, Dublin 2.



Alternatively, individuals may make an application in writing by registered post to;

All applications must be accompanied by the relevant documentation and a short covering note including all your contact details.

Points to Note

It is not necessary for your stamps to be continuous but you must be resident in the State at the time of the application.

A WCATT Stamp is only put into a national passport. It is not put into a travel document.

AS WCATT Stamp is only granted when the Minister is satisfied that you are a person of good character.

When you receive the Without Condition As To Time(WCATT) Stamp 5 in your passport you must then register this with GNIB before your current permission expires. If you do not register the Stamp with GNIB you are not legally resident and you risk becoming illegal. The Stamp 5 is only a valid permission when you have registered it with GNIB and received a certificate of registration.

The Stamp 5 does not confer any entitlement to bring any family member into the State or does not confer an entitlement on any family member to receive a Stamp 5. Each person must qualify for the endorsement in their own right.

NB Applications are currently taking up to 30 working days. Therefore do not apply for this stamp if you intend to travel in the near future.

fatty fatty@What is the difference between STAMP 5 and STAMP 6

I think they are the same thing man....I'm not sure on that one now. I've heard of from stamp 1-5 but not 6 really.

Stamp 6 is mostly for Irish Nationals with dual nationality. It enables people in that category to use their non-eu passport, without the need to obtain a visa or re-entry visa

On getting Stamp 5 do one still need re-entry visa? If one still need re-entry visa then there is no different to Stamp 4 then.

yeah ... dont get it then!

If you are issued with stamp 5 and your passport expires you can just pop in to GNIB and get it extended on to your new passport without a need to showing a paper trail i am assuming. But if you have stamp 4 and is expired then you do need to show all the documentation.

All the stamp 4? i got a stamp 4 by working for 5 years. do i have to apply again after my 5 years stamp 4 finished and wait for another 2 years for the process before they give me another 5 years?

stamp 5 - without condition as to time after 8 years in ireland. given till the expiery of the passport. re-entry visa needed if applicable. renewal with old passport and new passport to general immigration again till the expiery of the new passport. processing usually within a month. stamp for free, but re-entry visa and GNIB card as payable.
stamp 6 - without condition stamp given to naturalised irish in their non-irish passports. no re-entry visa needed. no need to go to gnib. free. renewal again with old passport and new passport sent to general immigration. processing time within a month.
stamp 4 LTR - stamp 4 for 5 years for 500e fee to LTR section, re-entry visa needed if applicable, GNIB card payable. renewal after 5 years at GNIB for another 5 years. no need to make a new application.
