ILR to Naturalization and New bill 2011

Hi every one
i have been reading this forum since last mounth and i have found very usefull and informative. I have few question. It would be much appreciated if some one provide info regarding my question.

1: Is the new bill coming into force in july 2011 (the bill passed during labour govt.) or it would be different.
2: What will be status of the person who have already ILR for many years but still not qualified for BC or dont want BC.
3: Can ILR holder apply for BC after the july 2011 according to the current rules it woud be the news rules.
