Immigration Court Allowed!!?

Hello Guyz! one of my friend came to uk when he was 14 the ukba granted him a discreationary leave to remain in uk for 3 years when he turned 17 and half the leave expired and applied for extension the ukba refused his application and went to the court the court allowed his court on article 8 basis. and the ukba granted him another dicreationary leave which is also 3 year by the time his leave expires he will be 21. what do u think when he can apply for ILR and can the ukba refuse his application again? thanks.
