The UKBA's consultation is a way of gauging the public's overwhelming preference/desperation irrespective of what EU law might say. Immigration restrictions in general is an antiquity and has no place in the 21st century. Seeing all those "inventions" and "initiatives" (like extra-long application forms which as you suggest in this very questionnaire might require paid advice to fill in properly, insisting on requiring "family permit" and other visas where they are not required by law etc. etc.) by your agency (and others across the Europe) to effectively hamper the free movement of even the family members of EU nationals is just sad.
