Right of Abode Question

I was reading on the IND website and found the following information. I was wondering if anyone knew exactly what the "Adult Child of British Mother" act of 2002 was considered? Is it Right of Abode or Adult registration?

The expected average processing time for types of applications at the end of April 2004 is as follows:

Naturalisation 6.5 months
Adult registrations 5.6 months
Registration of minors 6.5 months
Other registrations 5.9 months
Renunciations 2.7 months
