if you check last 2 paragraphs:

"The UK wishes to attract the best and brightest talent from overseas. It is therefore introducing relaxed requirements for entrepreneurs who wish to set up businesses here. In addition, the European Union and the UK government are currently in negotiations with India to create a new immigration route for Indian workers.

If a deal is reached, the UK will implement special provisions for talented Indian professionals who wish to come to the UK. This would be exempt from the immigration cap," says Kamal Rahman, a London-based lawyer and partner at Mishcon de Reya, who has worked closely with Britain's home office in providing inputs in framing the rules."

Anyone has any idea what this is or this are just rumours?

The free trade agreement is likely to introduce some new categories for contractual service providers and independent professionals. These are only likely to be temporary 1 year visas.

This is correct piece of information. EU is currently negotiating a deal with India (EU Free Trade Deal) where they will allow free passage to indian professionals to come and work in any EU country. Indian governement has to provide increased acccess to the Indian Markets for the Eurpoean products. The aggreement is in the last phase and the UK government will alllow 20,000 more Indian professionalss to come and work in the UK. Since UK is part of the wider EU, it is bound to follow any decision which the other EU nations take in terms of the EU-India Free trade deal. UK government has recently announces that they will allow 20,000 indian professionals to come and work in the UK. These 20,000 Indian professionals will not be counted towards the proposed limit which the UK government imposed on foreign nationals entering the UK.

The same has been updated in the UKBA website also.
