Some help please, Elderly dependants with ILE.

My parents who are indian citizens are granted ILE as my dependants without recourse to public funds.
They joined me here in UK in september 2010.
I am a naturalised british citizen.

Recently i tried to take them to paris for a trip but the french embassy refused to give them a visa since they didnt have a Resident Permit Number usually seen with ILR. ( they have an ILE & it says to join son etc)
I was advised by the french embassy, they have to go to india and then apply for a visa to France.

Is this true ?
if true this is quite unfair!
Can anybody suggest a way out?
any seniors to comment ?

where do i get that from?

She doesn't have a residence permit as she was issued entry clearance. give them the red number on the top right hand corner of her entry clearance vingette.
