what is c1,if i got equal uk bachelor degree

hi,

i want to apply for enterpreneur visa from pakistan and according to assessment of Naric my last degree is aqual to uk bachelor degree

but here my question is that

1. will i have to do english level c1 standard

any help in this concern would be highly appreciated
