Indian tourist visa - Is surrender certificate needed?

Is SC a requirement to apply for a tourist visa?

Someone I know needs to travel to India in the 1st week of November, and unsure whether OCI will come through within the next 4 weeks, is thinking of applying for tourist visa instead and apply for OCI only after returning.

Need to surrender Indian passport first. Even for tourist visa

Yes

SC,if applied and collected in person, can be got in 7 working days.

OCI, can be obtained in 2 wks if applied and collected in person.

Or else he can apply for a visa, in person, this should take only 3-4 days.

He already has collected the surrender certificate. Since the travel dates are not flexible due to his personal circumstances, he doesn't want to risk applying for OCI before travelling to India .... just in case there is a delay due to one reason or the other ... and be stuck without OCI or a visa!

Some further questions, if anyone knows the answer(s):
1. Will he need to submit the SC when applying for tourist visa?
2. Will the SC be returned along with the other documents when the tourist visa application is decided? If not, how will he apply for OCI?

You only need a copy, original can be shown if asked for at the time of applying for the visa
2. Will the SC be returned along with the other documents when the tourist visa application is decided? If not, how will he apply for OCI?
