what is the procedure of appeal against rejection ?

one of my friend got rejection he wants to appeal. The reason of rejection stated in the letter is that the salary in employer tax certificate didn;t match with the payslips and employer letter. what should i say about the worker worked on this case. they asked for the payslips for last 12 months so my friend send the payslips from jan2003 to december 2004 as he applied in feb 2004 and send the employer tax certificate for the period july 2002 to june 2003 as the tax period in pakistan is from july to june. As per the policy of his company he got 10% increase in salary every year. so the payslips not matched with the employer certificate as the payslips from july2003 to december 2003 is 10% more than from january 2003 to june 2003.
the following example is just the example not original salary.
example: if he paid 10,000 from july2002 to june 2003 he got 11,000 from july2003 to december 2003. so he send the tax certificate of 10,000 and payslips jan2003 to june 2003 of 10,000 and july 2003 to december 2003 of 11000 and employer letter of stating salary 11000.

My friends wants to appeal any suggestion from other board members ? cosmopol, chess, kaya and others
