Forgot to register with the police

Last year when I swap from my Tier 4 (which didn't ask me to register with the police) to Tier 1 (it states there I need to register with the police), I totally forgot to register with the police. Then I only realize that i need to send off my Tier 2 application that I need to register with police.

Will the absence of that letter lead to a rejection of my application? I want to get registered now, but can I do it with photocopies of my passport?

if police certificate is a requirement for tier 2 (which i think it is for certain nationals) then you must submit it along with tier 2 app. Failing that, you are staring at tier 2 refusal

why do you think you are required to submit police certificate now and NOT when u applied for Tier 4?
