work permit for italy needed or not?

Dear Workpermit,

following is our situation.
Wife german (since december last year), husband non EU citizen. Both living and working in Germany. He has an unlimited permit of stay and work permit. Plan is to move to Italy. She stays at home, he has a job . Does he need a work permit there as a spouse of EU citizen?
