Ireland - refugees new law?

Good morning, everybody

Recently there are some talks can be heard that all those, who asked asylum in Ireland before Feb. 2003 will be allowed to stay - the rest, including those arriving now - are doomed to be deported.
Are there any grounds for this gossips? And is there any new law, if "yes"?
I looked on justice.ie website - couldn't find anything...
