Visa refused, Need your input....

After applying with full documentation for a Tier1 Entrepreneur visa, my son received the documents back today with the visa being refused for not fulfilling the English language requirement. The strange thing is that he has scored an average 6.5 on the IELTS. The visa was refused because he scored 6.0 on the reading part of the test, while on the others he had much higher scores averaging to 6.5.
So my question is this: Is the ECO justified in looking at individual parts of the test or should he just have looked at the overall band score? Should we go for an admin review?

A knowledge of English equivalent to level C1 (or above) of the Council of Europe's Common European Framework for Language Learning means that the minimum scores required are:

Listening – 7.0
Speaking – 7.0
Reading – 7.0
Writing – 7.0

English requirement for tier 1 is C1 or ielts 6.5 in each
Ready = 6.5
Speaking = 6.5
Writing = 6.5
listening = 6.5

its not 6.5 its 7.0 in every respective module

it is hard for ordinary person to get 7 in each ielts score

To my knowledge, it is 7.0 overall with 7.0 in each module as well. So 6.5 will be refused. Better to do new score with 7.0 and then re-apply.

That is tough requirement and I know many people they can show funding but cannot get this much score. So unable to apply.
