After applying with full documentation for a Tier1 Entrepreneur visa, my son received the documents back today with the visa being refused for not fulfilling the English language requirement. The strange thing is that he has scored an average 6.5 on the IELTS. The visa was refused because he scored 6.0 on the reading part of the test, while on the others he had much higher scores averaging to 6.5.
So my question is this: Is the ECO justified in looking at individual parts of the test or should he just have looked at the overall band score? Should we go for an admin review?
