I appreciate if any one in the forum can help on the following issue.

1. Child was borned in 2003 in Ireland and obtained Irish Passport.
2. Parents and the child returned to UK, now they are on C-visit visa.
3. Can the parents make an application on the grounds ofbeing depedant amember of EEA national.
4. The parents are from nigeria.
5. Or else can they go to Ireland, if so on what basis and which application to be used.

I am a bit confused by your post.
r/e 2) Are you in the UK or Ireland on a C-Visit visa?

Are you trying to find out if the parents have the right to residency because of their Irish citizen child? If so, you should read http://en.wikipedia.org/wiki/Irish_nationality_law

You may have a case, but is probably going to be particularly hard to win and would definitely require the advice of good legal council. There are a number of such cases going through the courts at the moment. The fact that you have not been living in Ireland since the childs birth and have "no obvious ties" to the State will count against your case. See also:

at present parents are in uk on c-visit visa, child born in ireland having ireland passport, they want to go to ireland and stay there, if so on what basis or can they stay in uk on the basis of being depedant of eea national(their child born in ireland).

Again, am confused by your post. You say the parents want to go to Ireland to stay there, but you ask how you can stay in the UK? Which do the parents want to do?

If you wish to ask questions about UK visas, you should probably post this to the UK forum.

Also, the parents are not "dependent" on the child (EEA National), rather instead vice versa. But since the child is not even living in its citizenship country (Ireland) I dont understand how the parents would have a right to reside in Ireland.
