Can get EEA Family permit on UK border if met all conditions

My spouse is national of EEA member states and works in UK. And I am thinking of traveling to UK border gate by train or ferry without Family Permit or without any kind of visa.
My question is

1. Can I get a EEA Family permit on UK Border Gate or get entry? if I satisfy all the conditions.
2. What are the chances they can depot me?

Further to this, I know spouse of an EEA citizen can travel freely when accompanied with him/her.

Now my question is how about the direct descendant? (i.e parents of non Eu citizen dependant upon EEA national)?
