eea2 RC for the second time

I have a concern and my question is: can a eea family menber be granted RC again after the first one running out. And his Eea did no t qualified for PR and have now found a job

Yes. They can have as many as they qualify for. Remember: the RC just confirms a right based on the evidence presented.
