South Australian Immigration - Dependent Entry Time

Hi,

I have applied in South Australian Skilled Migrant program with one spouse. Initially I was planning to fly to SA, find a job, settle down and then bring in my wife. However, I have recently notified by my visa firm (managing my immigration application) that I have to take my wife with me at the same time as me. This is to complete some sort of compulsory on arrival registration in Australia within 90 days of being granted visas.

Now my question is can anybody explains what is this on arrival registration? and more importantly Is it a compulsion to take partner with you at the same time?
