Question regarding the referee

Hi
I have 2 referee's, one is a British citizen and the other is a Minister of religion who is not a british citizen. Does 2nd referee need to provide the passport number if he is not a british citizen? or should I leave it blank?

The question in the form asks "Current British citizen passport number". If he doesn't have one, leave blank.
