Master degree and English Level

if I have a master degree from an American university that offers the master Programe as an outreach program in my country. The degree is fully awarded from that university and the professors are 60% from that american university and 40% from universities in my country. we are studying the same curriculum as if we are in the states, the only difference is the place of study. we are studying at nights and we have a total hours as the students in the states for each course.
The language of instruction is English.

My question is: may I be awarded 25 points and can I claim say 14 points in English without doing the IELTS exam.
