Qualification - Green Card Permit

Is a Bachelors Degree in Electronics Engineering considered an acceptable qualification under the new "Green Card Permit Scheme" for occupation "ICT Professional" (salary between €30000 - €60000).

The previous Working Visa / Work Authorisation scheme for occupation "Information and computing technologies professionals/technicians " did not consider the above mentioned qualification and a Work Permit was required in the given scenario.

The guide to Green Card permit mentions:

" The foreign national concerned must possess the relevant qualifications, skills OR experience that are required for the employment ".

Any one with Green Card Permit approval in similar scenario? Many IT professionals carry related qualifications but not necesssarily major in ICT
