EEA FP for non-eu daughter and mother in law

Hi, I got my EEA2 RC last Nov. as an unmarried partner of an EU national, we got married last Feb. I recently went home for a holiday... During our trip my husband and I decided that it would be better for us to have my non-eu daughter (12 y/o) live with us here in the UK. I understand that we can do this since she is my dependent. We want to know though if we can apply for a FP for my mother if we want her to live with us as well, that way she can help us look after our kids while we work since we do not have any other relatives here in the UK. What are the chances of BOTH FPs being approved/denied?
