EU1 court case - Query

Hi, Im living in ireland for appx. 6 years and i got married to eu national last year. i sent my application for residence card last yr and received an acknowedgement after 2 weeks. its 6 months now and havent got anything back from doj.

somebody plz advice whts this case about. non eus living in ireland lawfully with eu national spouse, are also have to be resided in other eu state prior to making the application????

whats this court case about? i read some of the threads here and what i got understood so far is, you have to be resided in another eu state before applying for residence card. but as in my case im living in ireland for 6 years and so my wife who's from latvia, how im supposed to be resided in eu state before 6 yrs!!!!! this thing make no sense.....
