psw dependent switching to tier 4

Hello. Im currently holding psw which will expire in starting 2014.now i planning to start education acca for my wife who is my dependent. I come to know the course starting date is aug/sept. My query, should my wife have to apply from india? Or she can do from here? And if she apply from india after she taking visa can i apply my dependent visa within uk? Plz advice me or let me know is there any better way to handle this situation? Thank u

Dependant need to apply outside the country for becoming student.
