In case of T1 Ent refusal: can one apply for Tier 4

Hello,

In case of Tier 1 Entrepreneur refusal, can one switch to Tier 4 (assuming he meets the requirements for Tier 4. i-e Valid CAS, Progress to higher level studies, maintenance).

As UKBA do not send passport and documents back to applicants, how one can apply for Tier 4 without passport and documents?

You can re-apply within 28 days of refusal! Best bet is for applicant to attach a cover letter along with the application stating why they're switching route. Regarding passport and others, as long as you have a photocopy which you can copy all the info to fill on the form. The cover letter will inform them of all the doc they're holding!
