ILR eligibility - 28 days rule

Hi Group

I would like to confirm the date of eligibility for ILR.(PEO appointment.)

I got my initial HSMP visa on 04/April/2008; but I first came to the UK on 12/Aug/2008.

Considering the rule "one can apply before 28 days", on which date I will be eligible to apply for ILR? Is it on 15th or 16 of July?

Kindly advise.

My calendar tells me that 28 days before 12.08.13 is 15.07.13.

I have the question and need your help. My wife arrived the UK on the 16/10/2011, based on 28 days rule, could she apply for the same day service on the September 18, 2013 ? Thank you
