Immigration rules and date of entry

So I'm about to apply for a Tier 2 (General) visa (switching from a PSW). I had been assuming that according to the new rules I would have to be on at least £35k a year after 5 years on Tier 2 in order to apply for an ILR.

But today a friend of mine told me that since I entered the UK before the new rules came into effect, my case would be considered under the old rules.
Is that true? Do the new immigration rules only apply to people who entered the country after the rules were put into effect?
