Working Holiday maker to Student visa

All,

A friend of mine (from Tanzania) is on WHM since October 2002 and his visa will be expiring on 1st of October 2004.

He applied for a university studies and is enrolled for September 2004.

Unfortunately to change to student visa he will need to go out of the country. The best option for him is to go to France.

For those with past experience on visa change in France, which British Consulate in France will be best for him?

Is it possible for a visa national to change his/her visa in France?

Suppose refused a visa, is that going to affect his return to UK under WHM (bearing in mind his WHM visa will be still valid)?

The counsulate in France will not accept a student visa application for some one who is not resident in France.....Therefore Mwenzi yako atarudi Dar-es-sallam, kupata Visa yake!!!
