Apologies if that was asked before,

Can an HR manager (he's not a director) act as professional referee?

Same question for a retired dentist.

Yes both can. Just check Amber's FAQ for any doubts. We never had the benefit of the same earlier. When someone has painstakingly put it up for all, you can take advantage of it.
