Sorry if it was addressed already.

If I apply through NCS on 17th May 2013 and Home office gets the application on 23rd of May 2013 and debit my fees on 23rd May 2013.

Do they consider me to be present in UK 5 years from 17th May 2013 OR 5 years from 23rd of May 2013?

Please confirm.

My decision was made on 24th July (c. 9 weeks after my application), but I only received the approval letter last week, after chasing them 3 times via e-mail.

As you applied via post, did you received your approval and invitation letter separately or in a single letter? if separately, how long you wait after approval?

Cheers

Hi
Approval letter and supporting doc's returned by provieded SD
The invitation letter by 2nd class yeasterday
Both was issued 12 Sep 2013

Yes, usually the dates are the same, but strangely, there is a delay of 7-10 days in receiving teh invitation, wonder why only in case of ukba the second class post takes soo soo long ....

IT IS THE DATE WHEN THEY RECEIVE YOUR APPLICATION AND NOT WHEN THEY DEBIT FEES. Hope that helps.

It is the date from your application. NCS specifically asked me if I were in the country on 17-18 May 2008.

Application Timeline

Eligibility criteria: 2 years HSMP + 3 years Tier 1 + 1 year ILR

Date of application: 23/09/2013
Date of receipt by UKBA: 25/09/2013

Interim Updates
[23/09/13]: NCS asked me if I would be in country on 26/09/2013. Advised I should expect delays as there is a huge rush before the rules change 28/10/13 - told to expect debit of fees with 10 days, acknowledgment within 3 weeks, if succesful an approval within 6 months, 2 month wait for ceremony in Warwickshire so in worst case this could take 8 months.
[08/10/13]: No acknowledgement 2 weeks after submitting the application suggests processing is much-delayed before the change of rules
[23/10/2013] amazed approval has come within 4 weeks when I was expecting anywhere between 4-6 months due to backlog. Now applied for citizenship ceremony in Warwick which has a 4-6 week waiting period.

Which address the approval came from? Your name and address on envelope, was it written by hand? Hope my Q makes sense what I'm asking?
Thanks
