Quebec Vs rest of Canada

What is the diff in immgration between Quebec and rest of Canada. Does it mean that the person who is selected for Quebec and got his immigration approved cannot move/relocate to the rest of canada or cannot work in the rest of canada?

I think that if you land in Quebec, they like you to have gone through the Quebecois process, but once you have landed, there is nothing stopping you from moving to Quebec from elsewhere in Canada, or moving from Quebec to another province. My impression is that the Quebec people just like to flex their muscles and assert their authority whenever they can.
