refrees for MN1 form

Dear all
I am in strange situation. I HAVE 11 months old son for which I am applying citizenship via registration. I need professional referee to sign his form. Home office says it could be his doctor, teacher or health visitor. His doctor and health visitor have refused to sign by saying its not their policy.
As he even doesn't go to school I am wondering what to do now? also can they refuse to sign.

Do you have any friends who are accountants (ACCA)? or someone working for a Bank in a senior position?

If the child was born in the UK any professional referee will suffice. Also, when born, what was the immigration status of both parents?

both parents were on Tier 1 general but now have got ILR.
