PSW to general visitor switch

My friend's PSW is expiring soon.
I wanted to ask can one apply from PSW to general visitor visa within uk or will one have to leave the country and apply from there ?

No, 44(iii) fails. Will have to leave.

Thank you. I have another question. Would it be possible for her to apply for her visitor visa as soon as she leaves uk or will she have to wait before applying for visitors visa?
