Pre-departure tuberculosis (TB) detection certificate

I have read on the British Border Office Site that I need to show this certificate on arrival. I would be grateful if you could tell me if we can get this certificate from here itself. If yes, what is the procedure to get this?

Go to a Doctor he would refer you to a radiologist or a diagnostic lab for a chest x-ray/ skiagram. Get it done. The lab/radiologist will give you a report after few hours - thats what you need to carry in your hand baggage when you arrive in UK. If you forget to do so, you might have to wait at immigration for 2/3 hrs.
