Premium service cancellation fee

Hi,

I applied for the premium service for settlement under tier 1 visa for the 10th of April.One of the documents i needed for the appointment was not ready on time and i tried to reschedule the visit on the 7th.I got to the extent of choosing a different date but the system came up with a error message that i should try back later.when i tried on the 8th i was not given the option to change the date.I called the immigration office to change the date and i was told its less than 48 hours to the appointment date and can't be changed and so i cancelled it.

Can i pay the £100 surcharge for cancelling and still use the payment for a fresh application instead of asking for a refund and booking another appointment.I understand it takes about 28 days to process the refund .
