Primary country of residence?

I'm working in the UK since last 3 months on WP and before that in my native country.
Q. 1 Can anyone tell me what will be the Primary country of residence?

Q.2 Since i'm on WP in UK therefore from where i have to apply? Either from my native country or from UK?

Q. 3 What is the list of degrees fall under Vocational and professional qualifications?
