Hello,
We are new in NL. I am non EU spouse entered NL with my EU spouse. We want to know the exact registration procedure for my residence permit as it seem to be a bit confusing. We cant register unless we rent an apartment but we cant rent an apartment unless one of us works but since me being the main bread winner I cant work unless I register. Sounds like a vivacious circle and dont know where to start, Can some one guide us?

Just look for one room in a shared house and ask the landlord to give you a letter to say that you are living in the house.

right.
So first register with the Police with the letter and evidence of relationship and would I get a sticker on the same day itself and I can start working? I will appreciate a detailed answer if someone can.

Strictly speaking your right to work "is NOT subject to you fulfilling administrative procedures", see the official guide: http://ec.europa.eu/justice/policies/ci ... _ec_en.pdf
Although in practice it might be difficult to prove you have this right without the "residence card"... You might try to print out this guide, highlight relevant parts, then take it (along with your spouse's passport/ID & marriage certificate) to the prospective employer and explain that the residence card is not a document granting any rights but just confirming them, and that you will be able to supply this confirming document once you start working, sort out your apartment lease etc.

There is nothing you can do in Holland without sorting out the residence card. Get the accomodation sorted first,go to Gemente and register with your spouse. if you have some reasonable amount of money in your bank account you can apply to the immigration and you will get 6months immediately and within that period you will receive a letter to come for the rest of the 5years. otherwise your wife need to start working and within three months you can then submit for your own residence card.

I was under the impression that once I register with gemeente they would put an endorsement sticker on my passport saying Family of EU National and I can work on that basis.Correct me if I am wrong.

What is the reasonable amount in NL. Is it the min income requirements 1539 into 6 times?

Gemeente is a department that will register you on an address, after getting the prove of address from them, then you will go to the immigration for the sticker which will be 6months. ofcourse you can start working.
About the money i think they are requesting for about 18grounds,but that was 2years ago i dont know at present.

What El shaddai says is basically correct, just let me phrase it a bit more precise.
First thing to do is to get an address (i.e. accomodation), then go to the Gemeente (municipality), department Burgerzaken (Civil Affairs) and register yourselves there in the GBA (countrywide population register). From the Gemeente you can request an extract of the details they have recorded about you in GBA; with this extract you have to register yourselves with IND (Immigration and Naturalisation Service) to get a bewijs van rechtmatig verblijf (proof of lawful residence), which is a sticker in your passport. You need to make an appointment first (via tel 0900 1234561) and it cost 43 euro (for non-EEA family members). You will be exempt from civic integration requirements that foreigners in Holland are normally subject to. It is, however, still a good idea to learn Dutch to some extent.
