processing time for IGS to PSW application

hello,

is the same day premium service at the public enquiry offices available for making the transition from IGS to PSW?

how long on average have people been waiting for their passports to come back in the post?

just to double-check: is it definitely the case that I cannot apply from anywhere outside the UK to change from IGS to PSW? I finished my studies in May 2007 and my IGS is expiring at the end of August.
