PSW DEPENDANT VISA (SPOUSE)-Is IELTS required?

Hi

I would like to know if a dependant Visa (Spouse) for TIER 1 PSW has to still give the English test (IELTS) even if she has a graduation done in B.A English literature from India (KERALA UNIVERSITY).We will be applying for the Visa on 28NOV with all other required documents. At present the spouse is working in Dubai from past 3 and half years.Would really appreciate if anyone could clearify this.
