PSW DEPENDENT VISA refused

hi there my cousin who is present in UK under PSW, got married in india in June this year. Her spouse applied for entery clearence in Mumbai and he was refused due to not having sufficent bank balance.he was given the right to appeal , but he did , instead he re-applied showing his finances+my cousin's finance.He has been refused again yesterday saying they didnt have evidence that marriage is still on and they are still husband and wife.they expect to see some letters, email, phone call evidence that since my counsin came back to the UK.

now the problem is, she has been using pre-paid calling cards and pay as you go mobiles and most of the time she was on SKYPE and YAHOO.they didnt exchange email.

He has ben given the right to apeal agian , could moderattors plz plz advide on this as he need to lodge the apeal. what he should attach a proof of the subsisting marriage.
