PSW enquiry on processing time

Applied as intial applicant for PSW on 13 October.
Payment processed and letter posted from HO on 15 October.
Still awaiting the outcome.

It was impossible to include my original award in the application and have a letter from my institution confirming this situation.
Do these special circumstances slow the process down?

Timeline/ outcome from anyone in similar situation?
