PSW refused- When can i reapply?

Hi,

My friend PSW application is refused because his old college was not bonafide. He made the appeal and judge have refused the decision but in the refusal letter judge mentioned that if his employer wish to employ him they can sponsor him on Tier 2 Workpermit.

He is going back to india and he wish to apply back on Tier 2 -General Skill workpermit from india. Does he need to wait for certain peroid before he apply for his workpermit or can he apply back anytime?

His employer is ready to sponsor for his workpermit.
