PSW to Tier 2 (General)

If I am working as Temperory staff of my company for 6 months using PSW, am I eligible to switch to Tier 2 (General)?

If the position I am holding is not in the shortage list or code of practise, would it affect me application?

The requirement is degree qualification and the job title is Analyst.
