purpose of uplift ratio

To reflect differences in income levels across the world, the income level required to score points varies depending on where the applicant was working at the time he/she earned the money. We use a series of calculations (known as uplift ratios) to bring overseas salaries in line with their United Kingdom equivalents
so it seems that the whole purpose of the uplift ratio is to bring overseas salaries in line with the UK ones. so why for example an Indian guy can not use the uplift ratio for earning in India if he is in the UK (I know he is not physically in India ) but the whole idea is to bring the India salary to the UK.

I am asking this because I want to know if I can use uplift factor for my UK salaries while I am abroad, I am physically abroad not in the UK and does not have a UK visa?
