Quebec Selection Certificate

I was refused when I applied for a Quebec Selection Certificate (Quebec Immigration Class) years ago.

Now, I am applying for a visitor visa to Australia. On its application form, It asks me if I had any visa refusals for any country in the past.

Should I answer Yes or No in this case :?:

Do I need to declare the Quebec refusal on the application?
